Shanghai ForTran Law Firm

Founded in 2007, Fortran is a leading full-service law firm based in Shanghai with a strong international outlook. The firm is recognized for its deep expertise in tax and finance and is home to one of the largest tax law teams in China. With its strong professional focus and integrated service capabilities, Fortran has been widely praised by clients as “a seamless fusion of tax and law.”

Fortran fosters a uniquely collaborative and inclusive culture that supports both performance-based and salaried teams. Its internal market structure enables seamless cooperation across different practice groups. From its inception, the firm adopted a modular approach to legal services—structured around research, consultation, supervision, and execution—creating a flexible, demand-driven internal ecosystem. This model not only ensures consistently high-quality service for clients but has also given rise to the firm’s distinctive culture of collegiality and integrity, which remains a point of pride at Fortran.

Our Team

Over half of Fortran’s lawyers have decades of professional experience. More than 70% hold CPA or finance-related certifications, and over 90% possess a master’s degree or an interdisciplinary academic background.

Whether navigating legal risks in restructurings and liquidations, handling the complexities of tax compliance, advising on investments, M&A, or financial planning, or supporting clients in negotiations and dispute resolution, our lawyers bring integrity, diligence, expertise, and precision to every matter. In these demanding fields, Fortran has earned a reputation as a trusted partner and valued advisor to our clients.

Social Responsibility

Shanghai Fortran Law Firm has provided legal services to various government agencies, including the Fourth and Sixth Inspection Bureaus of the Shanghai Tax Authority, the Pudong New Area Tax Bureau, and the Huangpu District Tax Bureau. Many of our lawyers also serve as part-time professors, guest lecturers, and graduate advisors at leading institutions such as Peking University, Fudan University, Shanghai University of Finance and Economics, the National Accounting Institute, and the Yangzhou Tax Institute.

In support of education and career development, Fortran established the “Fortran Scholarship” at Shanghai University of Finance and Economics and serves as a graduate teaching and practice base for several universities, including Fudan University.

Fortran actively supports academic initiatives led by organizations such as the China Taxation Society and the China Fiscal and Tax Law Association. Through collaborative research projects, the firm maintains strong academic ties with institutions like the Shanghai Futures Exchange, Shanghai Gold Exchange, Shanghai Data Exchange, and tax authorities across China, contributing to a wide range of public-interest outcomes.

Academic Excellence

Shanghai Fortran Law Firm believes that "behind every major dispute lies a battle of ideas" and that "the tree of legal theory is ever-green." Guided by this philosophy, we place great emphasis on the academic development of our lawyers and actively draw on the expertise of leading scholars. We have appointed distinguished experts such as Professor Liu Jianwen of Peking University (President of the China Association for Fiscal and Tax Law), Professor Liao Yixin of Xiamen University (a leading authority on international tax law), Professor Chen Shaoying of East China University of Political Science and Law, Professor Zhu Weiqun of Shanghai University of Finance and Economics, and Professor Du Li of Fudan University as academic advisors to the firm.

To encourage scholarly contributions, Fortran co-sponsors Fiscal and Tax Law Review, a regularly published journal for government policymakers, in partnership with Peking University. Our lawyers have collectively authored Tax Law Practice for Lawyers and Difficult Issues in Corporate and Tax Law under the New Company Law, both featured in the "Essential Legal Practice" series. Their work is also regularly published in leading journals and platforms such as Legal Science, Modern Law Science, Jurisprudence, China Tax News, CCH, and LexisNexis.
